Passport photo background & size rules by country
Every agency publishes its own photo rules, and the background rule is not universal: France even forbids a white background. The table below is what each government asks for, checked against the official source named in every row. Several of them, including the US, the UK and Canada, prohibit editing a passport photo, so get the background right when the photo is taken instead of replacing it afterwards. The white background this tool applies is for photos where an edited background is allowed, such as a profile picture, not for a passport photo.
